Horizon 2020 is the financial instrument of one of the Europe 2020 flagship initiatives, the Innovation Union.  Running from 2014 to 2020 the EU’s new programme for research and innovation has a budget of €80 billion. It will combine all research and innovation funding currently provided through the Framework Programmes for Research and Technical Development, the innovation related activities of the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT).

In October 2011 the European Commission adopted a €50 billion plan to boost Europe's transport, energy and digital networks with targeted investments in key infrastructures. It is intended to help create jobs and boost Europe's competitiveness at a time when Europe needs it most. In particular, in the field of telecommunication some 9 billion Euros will be devoted to Next Generation Networks in rural and suburban areas.
