Building an inclusive society based on knowledge and innovation requires that all EU citizens (professionals, the elderly, women, students, the unemployed and the disabled) are sufficiently empowered and able to participate. Europe must therefore strive to prevent exclusion and ensure life-long learning and participation in the digital world through commitments to increasing digital literacy and reducing competence gaps.
