Jurand Drop was born in 1975 in Cracow. He studied economics at the Cracow University of Economics and history at the Jagiellonian University. Between 1999 and 2005 he worked at the Department of Macroeconomics at the CUE, doing research and lecturing on macroeconomics, European monetary integration and European policies. He lectured at several business schools in Poland as well as in Finland, Slovakia and France. He also wrote articles on the EU-related issues in the MM Industrial Magazine.
After passing the competition to become a European official, he joined Directorate General Information Society and Media in 2005. He worked in the unit "Lisbon Strategy and i2010" as policy developer, where he prepared economic analyses related to the i2010 policy program, managed studies on the economic aspects of Information and Communication Technologies and contributed to the implementation of the Lisbon Strategy in the information society field.
He returned to Poland in 2009 to join the Ministry of Interior and Administration as the Head of Unit for Strategy and Coordination of National Initiatives at the Department of Information Society. His unit was responsible for the implementation of the Strategy for the Development of the Information Society in Poland, co-ordination of the actions taken by various ministries and the regional governments in this area, and contribution to the Polish broad government policies from the information society perspective.
After two years he moved back to Brussels to work at the Polish Permanent Representation to the EU. In 2011 he served as the Counsellor for Analysis in the team of the Permanent Representative (Coreper-II), providing advice on issues related to structural reforms, macroeconomic and global economic governance during the Polish Presidency in the Council of EU. Between 2012-2015 he was the Counsellor for Information Society, Telecommunications and Postal Services. His tasks included taking part in the formulation and then presenting Poland’s position at the Council Working Parties for telecommunications and information society, cybersecurity policy, postal services and for a brief period for data protection.
On May 11th, 2015, Jurand Drop was appointed as Undersecretary of State at the Ministry of Administration and Digital Affairs of the Republic of Poland. He supervises following areas within Ministry's authority: telecommunications, including telecommunications’ law and spectrum; information society, including data protection, re-use of public sector information and digital inclusion; cybersecurity policy framework; European and international affairs, including EU matters and internet governance. Functionally, he supervises three departments (Department of Information Society, Department of Telecommunications, Department of Informatization) and two institutions within Ministry's authority (National Institute of Telecommunications and the Project Center for IT Projects).
