Dr. Harsha V. Singh has worked for over three decades on policies relating to international trade, development, infrastructure regulation and global governance. He is Senior Associate at International Centre for Trade and Sustainable Development (ICTSD), and Senior Fellow at International Institute for Sustainable Development (IISD) and the Council on Emerging Market Enterprises (Fletcher School, Tufts University, USA). Dr. Singh was Deputy Director-General at World Trade Organization for eight years from October 2005 to September 2013. In India, from mid-1997 to 2005, Dr. Singh worked on the reform of the Indian telecom sector as Economic Advisor and then Secretary of the Telecom Regulatory Authority of India. Earlier, for twelve years, he worked in GATT/WTO on economic research, trade policy reviews, rules, trade and environment and technical barriers to trade, and in the Director General's Cabinet. He is member of WEF’s Global Agenda Council on Trade and FDI 2014-2016. He has been Adjunct Professor at the SIPA (Columbia University) and at Fletcher School (Tufts University), taught at Nan Kai University in China, chair/member of high level policy committees, chair of WTO dispute settlement panels, and visiting faculty at research institutes working on international trade, sustainable development, regulation and trade policy governance. He is a Ph. D. in Economics from Oxford University where he went as a Rhodes Scholar from India.
