Vivian Loonela is a member of the Cabinet of Andrus Ansip, European Commission's Vice-President for the Digital Single Market. Previously, she was heading the sector for international data protection issues at DG Justice, focussing on the negotiations with the US on Privacy Shield/Safe Harbour and the Umbrella agreement. Before that she worked at the Secretariat-General of the European Commission, following economic governance and rule of law issues, and at DG Justice and Home Affairs, where she covered transatlantic relations and counter-terrorism. From 1997 to 2005, Vivian worked at the Estonian Ministry of Foreign Affairs, including a posting at the Permanent Representation of Estonia to NATO. She has graduated from the Faculty of Law at the University of Tartu.
