Richard Swetenham is Head of Unit, Access to Information in the Directorate General for Information Society and Media of the European Commission, Luxembourg. His Unit has the lead on the Commission's Open Data strategy.
He read law at New College, Oxford and was called to the Bar in London. After pupillage, he spent a year in Germany on the young lawyers' programme of the Deutscher Akademischer Austauschdienst. He worked at the International Chamber of Commerce in Paris for four years, followed by six years as Legal Secretary to Lord Mackenzie Stuart, Judge and then President of the European Court of Justice. He joined the European Commission in 1987. He has been dealing with legal issues of information since 1994, including as Head of Unit, eContent and Safer Internet for five years.
