Boosting mobile payments in Europe

At the time when the Council and the European Parliament are revising the European Commission’s proposal for new rules on electronic identification and the Commission is working on the update of the Payment Services Directive (PSD) it was perfect timing for the EIF network to host a debate on “Online payments and e-Signatures”.

This breakfast debate aimed to look both at the barriers and at the innovative and regulatory solutions that can help the development of online payments and e-signatures across the EU. 

The event was hosted by Malcom Harbour MEP, EIF Governor and Chair of the EP IMCO committee. In his opening remarks Mr Harbour stressed the need to make online payments available and affordable for small and medium size enterprises and underlined the importance of consumers trust for e-payments.

Lorenzo Gaston (Convenor of Innovative Payments Task Force EPC - Cards Stakeholders Group; Responsible for SEPA for cards specifications for online payments at Gemalto) took the floor to present Gemalto’s work and investment into standardisation of online payments.

Marta Ienco, Regulatory and Policy Director, Government & Regulatory Affairs at GSMA, continued the debate. She focused her presentation on mobile identity and mobile payments. The typical European internet user has 26 online identities.  The mobile phone can be an easy answer for managing online identities while ensuring online security. She presented case studies of Finland and Estonia, the only two European countries  already offering mobile identity solutions.

Philippe Pellé, Deputy Head of the Retail Financial Services and Consumer Policy Unit at the DG MARKT, European Commission, took the floor last. He spoke about the upcoming review of the Payment Services Directive (PSD). He presented the programme for the review which seeks to support the take-off of mobile payments in Europe.
